PATH is a global organization that works to accelerate health equity by bringing together public institutions, businesses, social enterprises, and investors to solve the world’s most pressing health challenges. With expertise in science, health, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales solutions—including vaccines, drugs, devices, diagnostics, and innovative approaches to strengthening health systems worldwide.

The Africa Region leverages its internal and global expertise to drive transformative and innovative practices that reflect the African context. By mobilizing our pre-existing talent within the region and working with our global teams, we take innovation to scale by working alongside our Ministries of Health to reduce health disparities. With potential for expansion, the division currently works across seven country offices and three project offices distributed among four Hubs – Southern, West, Central and East Africa.

The Asia/Middle East/Europe (AMEE) Region was formed in August of 2020 and includes program activities in the regional hubs in South Asia, South East Asia, Eastern Europe, Central Asia, China, and Western Europe.

Scope of Work

PATH’s mission is to advance health equity through partnerships and innovation. In doing this, PATH is committed to four change strategies to guide our efforts moving forward (incl. equity in health). This foundational commitment drives PATH’s work to accelerate health equity worldwide, so that all people and communities can thrive.

Deeply rooted gender inequities hinder individuals of all sexes, gender identities and gender expressions from reducing their disease risk, accessing health care, and improving health outcomes. This is a fundamental challenge facing communities where PATH and its partners work.

PATH recognizes the strong increase in donor demand and expectations for high-quality gender integration work. To continue to build on PATH’s existing work in this space, there is a need for regional leadership and support in terms of technical expertise, coordination, and identification of opportunities.

The Gender Equity in Programming Regional lead will play a leading role in an evolving model for gender integration in PATH programs intersecting with institutional initiatives related to DEI (Pillar 3), and broader program focus areas across Program and innovation (P&I), Advocacy and Policy, and Essential Medicines (especially Centre for Vaccine Innovation and Access (CVIA).

The functions and responsibilities are largely the same for both PATH’s Africa and AMEE regions and work that spans and programs will be planned and implemented in close collaboration. Specific project responsibilities will be tailored according to needs within regions in consultation with the Regional Directors, the Gender Program Quality focal point and project-specific leaders.

Responsibilities for year 1

Strategic positioning and communications

In consultation with the Regional Hub Directors responsible for technical strategy and/or business development, country directors, and regional PD team members, identify and lead regional and country-level strategic positioning opportunities (e.g., partnership and collaboration development around gender, technical meetings, communications opportunities) and donor relationship building with a focus on business development to support gender programming (e.g. with USAID and other donor mission staff).

Support PATH colleagues to identify project learnings related to gender and to document and share these learnings to internal and external audiences (e.g., case studies, success stories).

Support PATH colleagues to develop PATH web materials and articles focused on aspects of PATH’s work related to gender equity in programming.

Support PATH colleagues to collaborate with other organizations for coordinated gender expertise development on the continent

Technical guidance

Coordinate technical guidance and/or provide direct support to program staff on specific gender technical inputs (e.g., gender integration/mainstreaming in project workplans, advising staff undertaking project gender analysis, reviewing assessment tools etc.) for projects within regions.

Support gender focal points within programs who can guide proposal teams in gender integration in proposals and help to roll out PATH Gender Integration in Proposals Design Tool; provide direct support to proposal teams as needed.

Provide technical leadership for capacity development in gender programming

Provide technical leadership for gender related research

Support development and implementation of the PATH Africa/AMEE gender strategy

Support reviews of PATH Africa/AMEE region gender strategy

Learning initiatives

Co-lead gender technical learning exchanges (PATH internal).

Contribute to the PATH Gender Equity in Programming Resource Library.

Serve as primary facilitator for the PATH Gender Equity in Programming Teams Channel; this includes expanding participation and reaching colleagues across PATH with information about gender-related events, technical resources, topical news, and other relevant materials from regional and global sources.

PATH’s gender equity in programming structure

Operationalize PATH’s cross-programmatic gender focal points collaboration structure in partnership with the Gender Program Quality Focal Point (i.e., structure, mission development and operationalization). This includes identifying and supporting gender focal points within programs who can share technical information with respective team members and each other, and foster cross-programmatic technical collaborations and learnings.

Key relationships

  • Region Leads for Gender Equity in Programming will liaise with their respective Regional Hub Directors to provide updates on Gender Equity in Programming activities related to institutional capacity strengthening, specific project needs, business development positioning, partnership relationship, and other technical issues as needed.
  • Region Leads will have a direct technical relationship with the Gender Program Quality Focal Point who will support planning and implementing PATH’s Gender Equity in Programming institutional structure.
  • In addition to on-going coordination and communication relationships with the Gender Equity in Programming focal points, the Region Leads will regularly liaise with the Global DEI Director, LGBTI PRG, and Equity in Programming team. This relationship will include information-sharing at a minimum but will also likely involve seeking and providing strategic input into initiatives that are complementary across workstreams (e.g., internal learning exchanges, external communications, donor informational meetings on gender equity).

Required Skills

Education

  • University degree (master’s level preferred) in gender studies, or international development/public health with an emphasis on gender, is required

Skills and competencies

  • Strong English written and verbal communication skills; French and/or Portuguese language skills are highly desirable.
  • Gender and Institutional Development – Knowledge of processes for gender integration/mainstreaming and institutional capacity development and the ability to apply this knowledge in strategic and/or practical situations.
  • Gender Analysis – Knowledge of gender issues and the ability to apply to strategic and/or practical situations, including analysis of projects from a gender perspective.
  • Technical input – ability to review technical documents and provide constructive comments.
  • Knowledge Management – Ability to capture, develop, share and effectively use information and knowledge.
  • Collaboration & Partnerships – Ability to develop, maintain, and strengthen partnerships with others inside (Programs/projects) or outside the organization who can provide information, assistance, and support. Sets overall direction for the formation and management of strategic relationships contributing to the overall positioning of PATH.
  • Management & Coordination – Ability to manage and coordinate campaigns and people with inspiration. Believe in and promote diversity in the workplace and reshaping the workforce to meet need.

Required Experience

Experience

  • A minimum of 7 years of progressively responsible experience in gender integration in programs based in the public sector (national or multilateral), the non-governmental sector, academia and/or the private/corporate sector.
  • Proven track record and technical/advisory experience in gender equality at regional, local/national level in the Africa or AMEE region, including the development of learning tools and technical guidance
  • Excellent experience in engaging partners (e.g., public sector, implementing partners, communications partners) to advance gender equality work
  • Substantive Networking – Ability to substantively engage and foster networks with academia, research institutions, and think tanks.
  • Experience in program management and resource mobilization.
